Edit and Format tabs when modifying text.

I wouldn't recommend having two different tabs for Edit and Format.

With the number of options available, I would put it all on the same tab.

Since Rotation, Opacity, Align and Arrange are common among both text and image objects, I feel those should be stationary and not move around when you're switching between text and images. They should stay in the same order.

Hopefully, that makes sense.
